In the DoD arena, Teledyne sensors are integrated into several major systems for persistent surveillance, chemical detection, and target identification, among others.

    Position Summary and Responsibilities

    Manages all areas of Teledyne’s security including U.S. Government security requirements, special programs, industrial security practices and protective services. Will be the subject matter expert on Facility Security and Program Security as well as maintaining strong relationships with Government counterparts as it relates to our contractual requirements.


    Essential Duties and Responsibilities


    • Responsible for the management and leadership of the Teledyne Scientific & Imaging security team
      • Manage/Lead TS&I security staff, including:
        • Guard/Operations (including contract security personnel at the Thousand Oaks and Camarillo facilities)
        • Facility Security Officer (FSO) (Director required to presently be acting FSO)
        • Information Systems Security Officer (ISSO)
        • Contractor Program Security Officer (CPSO)
        • Security team administration and support
        • Responsible for the employment, employee motivation, counseling, discipline, performance reviews and changes in status of employees supervised
          • Oversees the employment, counseling, discipline and training of contract security personnel in conjunction with contracted agency’s management
          • Assists in the development of, and administers the department’s overall budget
          • Monitors projects to ensure completion on schedule and within budget
    • Responsible for the implementation and management of all Government/Industrial related security activities at the TS&I facilities including:
      • Program Security
        • Responsible to ensure TS&I maintains security compliance for all Government, Industrial and Special Access Programs (SAP) program requirements (company operations, document and visitor control, facility access and operations, and employee security clearances
        • Leads the development and management of all TS&I security manuals and guidelines outlining regulations and/or establishing procedures for compliant industrial and government security
        • Continuously conduct requrired self-inspections, actively audit or support government/industrial audits of TS&I security organizations and their programs to ensure compliance with security policies and procedures
        • Maintains contacts and relationships with Government Sponsors, the Defense Security Service (DSS) Industrial Security Representatives, the DSS Counterintelligence Specialist and other related organizations
      • Personnel Security
        • Responsible to ensure security documentation and personnel security files are developed and maintained in accordance with DSS and other government agencies.
        • Responsible to ensure TS&I develops, maintains, and manages procedures and systems for visitor control, employee identification, security clearance administration and the safeguard of company facilities, equipment, material, information and employee property and personal security while at work
        • Ensure that personnel are properly briefed and follow established government and company regulations and policies for access to sensitive and classified information. Prepare and conduct security awareness training and education programs for cleared employees. Conduct initial and refresher briefings. In addition, conduct security de-briefings as required.
        • Implements foreign national technology control plans provided by Trade Compliance
        • Support CSPOs by performing various tasks as required to include:
          • Joint Personnel Adjudication System (JPAS) administration (interpretation of personal summaries for eligibility and access, run periodic review reports, conduct in/out processing of employees, and submit RRU’s as required)
          • Prepare and submit VAR’s (Visit Authorization Requests) for site access and submit to appropriate government entities as required.   Maintain access and visitor control log(s) required by our Proprietary Customers
          • Prepare, submit Foreign Travel Requests, conduct traveler briefings/debriefings as required, and ensure coordination with appropriate agencies
          • Classified document control and maintenance of tracking logs
          • SCI nomination process by processing, logging and preparing incoming and outgoing SCI nomination package
          • Miscellaneous security functions to include scanning, downloading, organizing, and filing of secure document
      • Information Security
        • Direct the implementation of the DSS and other agency Information Security frameworks as required to support classified processing efforts.
        • Understand the Cyber Threat landscape and implement controls to mitigate these threats in the classified processing system and program areas.
        • Develop and provide user and employee level cyber security awareness products.
        • Support the ISSO by performing various tasks as required to include:
          • Classified software/hardware maintenance
          • Classified user support
          • Classified architecture documentation and assessment
          • COMSEC reporting, support, and maintenance
      • Facility Security
        • Acting Facility Security Officer (FSO)
          • Direct and manage the company’s on-site, 24X7 guard force and operations.
          • Secure and monitor the company’s physical access environment; fences and gates, employee entrances, special lab areas, classified processing areas, keys, locks and combinations.
          • Serve as the liaison with external alarm monitoring provider and other security providers to ensure security of controlled areas and the facility; respond to after hour calls regarding emergencies and alarms as required Security Awareness
          • Responsible for the development, management, and maintaining company’s Sensitive, Compartmented Information Facilities (SCIF) areas (rooms, computers, locks, safes, phones, networks, COMSEC, etc.) to meet government requirements as well as program needs
          • Ensure proper assignment and surrendering of company property at time of separation
          • Compliance to environmental (fire, earthquake, flood, etc.) protection codes
      • Insider Threat Program
          • Work closely with IT Security, facilities personnel and corporate leadership to establish the government mandated Insider Threat Program and its activities.
          • Educate the workforce on the appropriate reporting of Insider Threat activities and indicators.
      • Security Incident Response
          • Lead or support investigations for security issues and incidents to include coordination with government security agencies, personnel, legal, and business leadership as required and the preparation of reports documenting item and the recommended preventive and corrective action.

        • Thorough understanding of requirements and regulations related to classified government materials as defined in the National Industrial Security Program’s Operating Manual (NISPOM); Industrial Security Letter (ISLs); Joint Capabilities Integration and Development System (JCIGs), ICD 503 IC Information Technology Systems Security Risk Management; ICD 703 Protection of Classified National Intelligence, Including SCI; ICD 705 Sensitive Compartmented Information Facilities; DOD Manual 5200 Information Security Program; NIST 800-53 “Security and Privacy Controls for Federal Information Systems and Organizations” requirements and processes.
        • Understanding of the Cyber Threat landscape and associated cyber attacker tools, techniques, and processes. Familiarity with the MITRE ATT&CK (Adversarial Tactics, Techniques, and Common Knowledge) Framework and APT (Advanced Persistent Threat) Attack Cycle.
        • Understanding of industrial security administration and general knowledge of Automated Information Security (AIS) systems
    • Education and Experience
      • Education: Bachelor’s Degree in Security, Computer Information Systems, Information Management, Business Administration, Management, Criminal Justice or related field
      • Experience: Minimum of ten (10) plus years of relevant security experience, of which four (4) must be in a management role, in governmental, proprietary programs, and/or industrial security environments
      • Experience: Preparing and maintaining Standard Security Procedures (SSP), Security Operations Plan (SOP), TCP, CI, Operations Security (OPSEC) Plans, DD Form 254, work instructions / plans, classified / proprietary test plans, transportation plans
      • Experience: conducting security investigations/administration inquires and reviewing employees for security incidents resulting in documenting Inquiry Reports documenting security infraction/violations, risk assessment, and specifying action (preventative and/or reactive) to be taken
      • Experience: In-depth, working knowledge of JPAS
      • Preferred: Active Security Professional Membership/Certification (e.g. International Information Systems Security Certification Consortium, Inc (ISC)2; Information Systems Audit and Control Association (ISACA); Information Systems Security Association (ISSA); National Compliance Management Services (NCMS))
      • Preferred: Security+ Certification from CompTIA.
      • Preferred: Industrial Security Professional (ISP) Certification
      • Preferred: DSS-certified FSO having completed the DSS STEPP (Security Training Education and Professionalization Portal - Center for the Development Security Excellence) curriculum FSO Program Management for Possessing Facilities (IS030.CU)
