    Position Summary and Responsibilities

    This position will function as the Information Systems Security Manager (ISSM) in the Government Field Office (GFO) at the Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP). In this capacity you monitor the development, startup, and execution of the BGCAPP Cybersecurity program and implementation of the Department of Defense Risk Management Framework (DoD-RMF) for plant-wide information systems required for operation of the demilitarization facilities. Specific job responsibilities include:

    • Serves as advisor, subject matter expert and liaison to the System Contractor’s ISSM, Information Systems Security Officer (ISSO) and Cybersecurity Team in support of the demilitarization sites Integrated Control Systems Cyber security program.
    • Participates as a member of various security working groups and inspection teams.
    • Ensures the System Security Plan (SSP) and Plan of Action and Milestones (POA&M) are updated to reflect any modifications that increase program risk.
    • Ensure that Cybersecurity-related events or configuration changes that may impact information systems authorization or security posture at the demilitarization site are formally reported to the Authorizing Official (AO), Authorizing Official Designated Representative (AODR), Site Project Manager and other affected parties, such as Information Officers (IOs) and stewards.
    • Review audit measures to ensure compliance with regulatory requirements. Review inspections, scans and surveys performed by the Cybersecurity Team or any government inspection team on all information systems and system hardware within the demilitarization site
    • Provide inspection results, lessons learned, identified threats and reports all violations to GFO Site Project Manager or Deputy Site Project Manager and AODR in the form of briefings and formal reports.

    Candidates that can demonstrate knowledge and understanding of the following skills will receive priority consideration.

    • Experience with C&A documentation and system authorization artifacts for SAP and SCI systems
    • Knowledge of federal security requirements and mandates such as RMF, Federal Information Processing Standards, National Standards of Information Technology
    • Experience with security architectures, firewalls and network access
    • Experience with risk managed downloads, IS sanitization and destruction, PEDs, contaminations, incident response, virus scanning, privileged user access, and hardware/software configuration management
    • Excellent oral and written communication skills
    • Strong organizational skills and ability to manage multiple tasks concurrently
    • Excellent time management, scheduling, and organizational skills
    • Ability to work well independently and as part of a multidiscipline team.

     

    Qualifications

    Education and Experience:

     

    Requires a Bachelor’s degree in Computer Science, Information Assurance, Information Security or closely related field and at least seven (7) years of experience in information security or closely related field.

     

    Other Requirements:

    • Must possess Certified Information Systems Security Professional (CISSP®) certification
    • Must be a United States Citizen
    • Must be eligible to obtain a Secret clearance 

    Strongly Preferred:

     

    Active Secret DoD Security Clearance
