Position Summary and Responsibilities

The Principal Engineer II will provide Environmental Permitting and Compliance Support

 

Other responsibilities:

  • Perform document reviews, technical research, and provide technical input associated with the systems contractor activities to provide information for the Government to perform their oversight mission. Provide technical input regarding project related environmental permitting and compliance.
  • Review and provide technical input on environmental submittals to determine impact on the Blue Grass Army Depot, Blue Grass Chemical Activity, Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP), and Static Detonation Chamber environmental permits, plans, standing operating procedures, training documents, and design changes. Review of BGCAPP permit documents, design criteria, design specifications and other pertinent documents used to verify facility compliance with RCRA, CAA, and Toxic Substances Control Act (TSCA) permit requirements.
  • Provide technical information on the Systems contractor environmental implementation and compliance documentation and record keeping activities.
  • Review Systemization, Operational Readiness, Provisional Operations and Operations inspection activities and processes, including records collection to provide technical input to the Government so that the Government can determine acceptability and compliance with all permits.
  • Review environmental inspection reports, corrective actions, lessons learned and continuous improvement processes and provide technical input to the Government regarding the accuracy and effectiveness of inspections and corrective actions. Technical input should also facilitate the Government ability to evaluate the systems contractor commitment to process improvement effectively. Provide technical information and input of project processes for conducting Environmental compliance inspections and provide technical input to the Government on the adequacy of inspection documentation.
  • Provide technical information or recommendations to the Government on the physical inspection of all BGCAPP buildings, systems, equipment, tanks, and any location managing BGCAPP waste to ensure the Systems contractor compliance with the environmental permits and regulations (RCRA, CAA, CWA, TSCA) and other applicable federal, state, and local environmental requirements.
  • Review and provide technical input to the Government on Facility Construction Certification processes and systems regarding permit compliance.

 

Qualifications

***This position is contingent on contract award and US Government authorization to hire***

Education and Experience:

Requires a college degree in business administration, industrial management, or equivalent, plus approximately three years professional level industrial security experience.  Persons not holding a college degree may receive this classification provided they have six years professional level industrial security experience. Must hold and retain a security clearance.

 

Strongly Preferred:

Four year degree in chemical or environmental engineering

Five years experience in environmental management at a chemical demilitarization facility, RCRA permitting and negotiation with state regulatory agencies

Principal Engineer II requires the ability to wear mask and protective clothing.
