Position Summary and Responsibilities

Position Summary:

Plans, prepares, implements and manages policies, procedures, plan and programs to ensure safe and healthy operations in compliance with applicable environmental, health and safety regulations.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

 

  • Ensures compliance with federal, state and local environmental requirements including air, water and hazardous waste
  • Ensures environmental permitting, permit compliance and recordkeeping
  • Reviews existing and proposed processes and materials for compliance with environmental regulations
  • Prepares required environmental reports such as Toxic Release Inventory, Hazardous Waste Minimization, etc.
  • Manages the company’s Environmental Management System (EMS)
  • Prepares, implements and manages safety policies and procedures
  • Develops and implements safety programs such as Injury & Illness Prevention, Hazard Communication, Respiratory Protection, etc.
  • Conducts employee environmental and safety training
  • Manages radiation safety and laser safety issues
  • Accident/Incident investigation and response
  • Uses survey instruments to conduct industrial hygiene monitoring
  • Reviews new equipment and processes for potential safety issues and identifying solutions
  • Oversees the Medical Services function which is responsible for ensuring employee health, conducts employee physicals, performs medical surveillance and manages Worker’s Compensation cases
  • Responds to site emergencies
  • Manages the EH&S department including budgeting and staff mentoring and development
  • Acts as the company EH&S interface and formal communication with all levels of company management and corporate, government, community and external contacts
  • Manages hazardous waste program including:
    • Profile hazardous waste including: sampling, evaluating, and categorizing waste
    • Transfer hazardous waste within facilities
    • Hazardous waste storage and handling including: bulking wastes, labeling, marking, managing containers, completing required paperwork, and conducting inspections of hazardous waste storage areas
    • Hazardous waste shipping including: labeling, manifesting, and reporting
    • Wear proper personal protective equipment (PPE)
  • Trains technical department staff and management about requirements for managing hazardous wastes
  • Ensures that staff members who directly manage hazardous waste containers, are properly trained and have required resources
  • Ensures staff members work safely with hazardous wastes
  • Wears proper personal protective equipment (PPE)
  • Responds to small spills and incidents
  • Complies with tiered permitting requirements including reporting
  • Develops and updates the TS&I Crisis Management Team and Disaster Recovery Plan
  • Frequently works with Enterprise Resource Planning (ERP) system for tracking and reporting of data

 

Supervisory Responsibilities                                            

  • Cultivates and reinforces appropriate group values, norms and behaviors
  • Responsible for hiring, employee motivation, development, mentoring, counseling, discipline and performance reviews
  • Assists in the development and administration of the department’s overall budget
  • Monitors projects to ensure completion on schedule and within budget
  • Prepares and presents periodic and ad hoc reports and presentations for internal and external customers

  • Strong knowledge of chemistry and physics
  • Broad technical understanding of building systems
  • Broad understanding of R&D operations and high-tech manufacturing
  • Strong verbal, written and presentation communication skills
  • Strong interpersonal and managerial skills
  • Excellent problem solving and time management skills with the ability to manage numerous issues/projects simultaneously
  • Advanced computer proficiency using Microsoft Office Suite (Word, Excel & PowerPoint)
  • Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results
  • Displays exemplary ethics and business conduct and performs work cognizant of safe work practices

 

Education and/or Experience                                    

  • Bachelor’s or Master’s Degree in Engineering, Science or related field
  • Must have at least ten (10) years of broad experience in EH&S, with at least two (2) years of management experience
  • Experience in research and manufacturing operations in California
