This position will work as part of a team that directly supports strategic decision-making through quantitative analysis while unifying advanced analytics efforts across the Navy Medicine enterprise. The primary objective is to research, develop, and deploy the latest data engineering and data science technologies to continually improve the Navy’s operational planning for medical force readiness.

Position Summary and Responsibilities


TBE is seeking a Full-Stack Developer with the right composition of knowledge, experience, and drive to serve as the Software Engineering Technical Lead for a dynamic team supporting advanced analytics efforts within the U.S. Navy Bureau of Medicine and Surgery (BUMED).


The Software Engineering Technical Lead is a full-stack developer and coach who contributes expertise and best practices in software development to high-performing teams. This individual must demonstrate an aptitude for team communication and cooperation while contributing to enterprise level technology and architecture. Applies innovative design and development to user-focused sustainable software solutions utilizing cutting-edge technologies. Engages and empowers team members to seek novel solutions that move the organization forward technologically. Challenges self and others to continuously identify ways to deliver better and more robust systems. Models and promotes Agile core principles, practices, and values, including continuous delivery, improvement, self-organization, adaptive planning, value driven development, LEAN, SCRUM, and KANBAN.  Core values include a growth-mindset, team-orientation, working collaboratively, and dealing with ambiguity.


Responsibilities include, but are not limited to:

  • Demonstrate exceptional knowledge of software development methodologies, software architecture and design patterns, integration standards, and applicability to coding and testing
  • Demonstrate proficient knowledge of application architecture and architecture constructs as it connects to the enterprise architecture
  • Lead enterprise cloud software initiatives, big data analytics applications, systems migrations, and other technology solutions with cross-functional teams
  • Manage application development activities including design, coding, peer/code reviews, testing, debugging, and documentation on assigned projects and proof of concepts
  • Utilize knowledge of software engineering best practices such as: software development standards, versioning and versioning control, software packaging and release management
  • Break larger projects into smaller ones that can be delivered iteratively, using an Agile mindset
  • Support other functions such as program/project managers, infrastructure engineers, data architects and engineers, product owners, scrum masters and quality assurance teams
  • Provide guidance for programmers of varying levels and recommend training resources and process improvements where appropriate
  • Interact with users and engage suppliers as necessary
  • Coach, mentor, and motivate a diverse technical team of employees and subcontractors



***This position requires the ability to obtain a DoD Security Clearance to the level of "Secret"***


Education and/or Experience

  • Requires a bachelor’s degree in Computer Science, Software Engineering, or related field
  • Minimum eight (8) years of applicable professional experience, including minimum three (3) years in a supervisory position
  • Experience working in Cloud environments (AWS and/or Azure) leveraging various web application development and deployment technologies: SaaS, PaaS, and IaaS
  • Experience with open-source technology stacks such as MEAN or MERN
  • Experience with cross-platform frameworks such as .NET Core or Xamarin
  • Excellent programming skills in C#, Python, Java, or Ruby
  • Experience with markup languages such as HTML5/CSS
  • Superb communication skills with the ability to elicit goals, needs, and outcomes with leaders at all levels across different functions and organizations

Highly Desirable Skills and Characteristics

  • Advanced degree in a Technical or Scientific field
  • Experience building and managing high-performing software development teams
  • Background in enterprise web application programming
  • Experience with the Atlassian Suite of Tools: Jira, Bitbucket, Confluence
  • AWS or Azure certification(s)
  • Experience with highly regulated cloud enclaves (AWS GovCloud and/or Azure Government)
  • Understanding of object-oriented design and development such as SOLID principles
  • Knowledge of creational, structural, behavioral, concurrency design patterns
  • Knowledge of Microservices design architecture
  • Knowledge of virtualization technologies such as Docker, Kubernetes
  • Experience in one or more modern front-end technologies such as React
  • Knowledge of emerging technologies such as Angular and Feature Flags
  • Experience writing unit tests, using test-driven development tools like Mocha, Jasmine, or Jest
  • Experience designing, developing, and deploying RESTful web services and API’s
  • Experience with back-end design tools like Swagger
  • Experience with integration-level, automated testing using tools like Selenium Webdriver
  • Experience working within the Department of Defense
  • Experience working within CMMI-DEV Level 3 or higher processes and procedures
  • Strong analytical, problem-solving, and interpersonal skills
  • Ability to operate in a self-guided manner in a fast-paced fluid environment
  • Active Secret level security clearance
