In the DoD arena, Teledyne sensors are integrated into several major systems for persistent surveillance, chemical detection, and target identification, among others.

Position Summary and Responsibilities

Position Summary:

The Program Control Analyst plays a key role in the company's business management, financial forecasting, cost accounting, management reporting, inventory and internal control processes. This role will perform a wide range of budgeting, forecasting, accounting and operational analysis.


Essential Duties and Responsibilities include the following. Other duties may be assigned.

Program Cost Control

  • Partners with Program Management to ensure program budgets are established at the appropriate WBS level
  • Assists Program Management with program financial forecast and analysis utilizing TM1. This includes labor and material/services forecasting analysis.
  • Ensures programs meet the required financial results and that efficiencies are identified to improve program profitability
  • Works closely with Accounting to meet required financial, analytical and reporting needs
  • Ensures accurate and timely submission of program EACs, financial reviews, and proper recording of profit rates for contracts
  • Provides historical cost data in support of cost proposals
  • Creates templates and processes necessary to facilitate gathering of budget inputs from multiple sources; gathers inputs and develops appropriate revenue, cost and investment assumptions, along with key operation metrics that can be tracked and measured
  • Interfaces with Functional Management, Market Segment Leads, Pricing and Procurement in support of program cost and schedule controls
  • Assists in the development and support of Company owned product pools, company owned inventory process and procedures, and production plans and reporting
  • Assists and reviews Risk & Opportunities in support of EAC assessments and Rolling Forecast revenue and IBT projections
  • Reviews and approves labor and material cost transfers
  • Approves program purchase requests


  • Ensures correct revenue recognition methodology is being applied to fixed price contracts and understanding and compliance with revenue recognition methodology per GAAP and corporate guidelines
  • Ensures compliance with SOX controls and our CAS disclosure statement
  • Supports annual audits and activities in the preparation of annual surveys from corporate offices
  • Supports and contributes to an effective and timely month, quarter and year-end close and provides variance explanations on results
  • Reviews Cost of Goods Sold percentage for month-end close procedures and ensures the accuracy of recordings
  • Works with multiple functional areas to ensure transactions are coded properly, requiring critical understanding of relationship of indirect cost pools, direct costs and capital purchases


Qualifications & Competencies                                        

To perform the job successfully, an individual should demonstrate the following qualifications and competencies:


  • Knowledge and experience in GAAP 
  • Clearly communicates and presents data, both in writing and verbally
  • Must be comfortable managing multiple projects with high priorities and ability to produce quality results in a tight timeframe
  • Ability to effectively interface with both internal and external management and personnel
  • Knowledge of Accounting, Contracts and Subcontracts procedures
  • Knowledge of project management and project control tools such as Costpoint, TM1, MS Project, Excel, PowerPoint and Word
  • Displays exemplary ethics and business conduct and to perform work cognizant of safe work practices


Additional qualifications desired but not required:

  • Knowledge of DoD program cost and schedule management practices or similar management techniques
  • Knowledge of project financial analysis/reporting, Cost Accounting Standards (CAS), FAR/DFAR and proposal pricing


Education and/or Experience                                                 

  • Bachelor's Degree in Accounting, Business Administration, Economics or related field
