Company Overview

The Export Compliance Specialist position requires the operational support of the export compliance functions at Teledyne Reynolds (Torrance) and Teledyne Relays (Hawthorne). The role demands exceptional communication and collaboration skills, and a strong trade expertise. The Export Compliance Specialist will support the location in managing exports and interacting with all of the various functional areas. The Export Compliance Specialist will also serve as the backup to the Import Specialist.

The role demands exceptional communication and collaboration skills, and a strong trade expertise. The Export Compliance Specialist will support the location in managing exports, interacting with all of the various functional areas, the Trade Compliance Senior Manager, and Teledyne’s Corporate International Trade Compliance office. The Export Compliance Specialist will also serve as the backup to the Import Specialist.

 

The Export Compliance Specialist will be responsible for the following activities:

  • Assist with the determination of trade data including USML Category and ECCN, as well as export documentation requirements and valuation of exports with the assistance of the Import Compliance Specialist. 
  • Work with internal and external customers/vendors, government agencies and other functional areas to ensure compliance of exports.
  • Assist with the development, implementation, enhancement and maintenance of trade compliance management systems, policies, and department procedures and work instructions.
  • Assist facility in development, implementation, enhancement and maintenance of trade compliance facility procedures and work instructions.
  • Audit facility compliance with Global Trade Compliance Management Systems
  • Execute, monitor and resolve export blocks and sanctioned party screening.
  • Ensure employee understanding of legal regulations and principles relative to the export of products through communications and training.
  • Keep abreast of changes in trade regulations to ensure company compliance.
  • Assist with the management of all non-regular trade compliance interfaces with government agencies including working with external counsel and consultants. Provide additional resources to facilities as needed to manage non-routine audits and/or investigations.
  • Secure export licenses as required.

Qualifications

  • Bachelor’s degree or equivalent work experience
  • 5 years related export analyst/specialist experience including knowledge of ITAR and EAR jurisdiction and USML/ECCN classification principles
  • Knowledge of OFAC regulations, country-specific sanctions programs and end use restrictions
  • Knowledge of the tariff classification and valuation principles and laws preferred
  • Technical expertise in export laws & regulations, including classifications, end use checks, sanctions programs, licensing and restricted party screening
  • Experience in development and implementation of export compliance procedures
  • Excellent analytical and organization skills including ability to collect, structure, analyze and communicate data
  • Experience with AES and EEI filing
  • Excellent written and verbal communication skills
  • Strong computer skills; ERP/XA MAPICS skills a plus
  • Ability to read and understand complex legal regulations
  • Experience with NAFTA, duty preference programs, valuation, origin determination a plus
  • Must be able to organize, prioritize, and drive results
  • High accuracy and attention to detail are essential requirements for this position
  • Capable of multi-tasking and prioritizing with excellent time management skills is required
  • Excellent written and verbal communication skills
  • Strong interpersonal skills, critical thinking and problem-solving skills
  • Should be highly proficient in various PC-based software packages
  • Must be a "US Person" as defined in US export regulations (e.g., US citizens, lawful permanent residents, asylees or refugees).
  • Some domestic and international travel may be required on occasion.
