    Position Summary and Responsibilities

    The Export Compliance Manager is responsible for both operational export support at the assigned Strategic Business Unit (SBU) located at North Falmouth, MA, as well as direct oversight of the Export Administrators at other SBUs within the larger Consolidated Business Unit (CBU). This position coordinates the day-to-day aspects of export compliance surrounding Teledyne Marine Systems products including, without limitation, adherence to applicable U.S. and non-U.S. laws and regulations pertaining to international trade as well as insuring compliance with Teledyne Corporate polices. The candidate will interface with freight forwarders, customs brokers, and internal and external customers on matters pertaining to export regulations.

     

    SBU Essential Duties and Responsibilities:

    • Ensure day-to-day monitoring of all exports of the business unit
    • Supervise the backup export administrator
    • Maintain procedures for export and import in compliance with corporate policies
    • Ensure the export classification of each item that may be exported is current
    • Ensure current HTS classifications and country of origin information is accurate and complete
    • Review technology classifications
    • Review and approve:
      • Foreign visitor requests
      • International travel authorizations
      • Public release of papers and presentations
      • Exports of technology, including deemed exports
    • Maintain export and HTS classifications in the MRP system
    • Review sales orders daily to ensure that proposed transactions are screened for Denied Persons and Entities, restricted end use and diversion
    • Conduct periodic audits of ACE AES entries and Import reports
    • Interact effectively with multiple functional areas including management, supply chain, shipping, engineering, finance, and IT
    • Manage customs brokers and perform periodic post-entry audits against customs broker electronic data, vendor and shipper invoice and import documentation; resolve discrepancies, request appropriate corrections, reconcile or protest as appropriate; verify valuation methodology including additions and subtractions such as assists
    • Conduct annual export training of all personnel
    • Conduct functional department export and import training
    • Maintain required export and import documentation according to U.S. law and Corporate policy
    • Communicate with affiliated business units overseas to streamline export and import processes
    • Conduct periodic assessments of freight forwarder and broker performance
    • Identify, investigate, and review compliance aspects of any export/import activity with the Director Export & Import Compliance
    • Meet requirements to become an ITAR empowered official for the SBU

    CBU Essential Duties and Responsibilities:

    • Maintains regular contact with all Export Administrators within the CBU via monthly phone calls and periodic site visits
    • Ensures all Export Administrators within the CBU are conducting annual export training at their respective SBUs
    • Attends internal and external subject matter expert training annually
    • Provides support and escalation path to all Export Administrators within the CBU
    • Reviews all high risk transactions
    • Resolves escalated denied party screening hits and works with the Teledyne Corporate International Trade Compliance (CITC) group where further escalation is needed
    • Acts as the ITAR empowered official (EO) for any SBU within the CBU that does not have an EO
    • Acts as the liaison between the Export Administrators and CITC where needed
    • Performs SBU auditing and verification of compliance procedures, training records, completion of SBU annual self-assessments, and periodic review of ACE EEI filings
    • Provides quarterly reports and annual SBU compliance certifications for all SBUs within the CBU

    Qualifications

    Education and Experience:

    • Bachelor’s degree or equivalent experience in export compliance
    • Minimum five (5) years of directly related export compliance experience
    • Knowledge of U.S. Customs regulations
    • Experience in the implementation and maintenance of a compliance program including training, policies, guidelines and procedures
    • U.S. citizenship is required
    • Active Security clearance preferred, ability to obtain a security clearance required
    • The successful candidate must demonstrate competency in the following areas: International trade compliance, Incoterms, Export Administration Regulations (Title 15, Code of Federal Regulations), ITAR Regulations (22 C.F.R. Parts 120-130), and Customs regulations (Title 19, Code of Federal Regulations), product classification (HTS and ECCN). Knowledge of export regulations in countries other than the USA desirable. Strong research and writing abilities. Public speaking.
