In the DoD arena, Teledyne sensors are integrated into several major systems for persistent surveillance, chemical detection, and target identification, among others.

    Position Summary and Responsibilities

    Responsible for executing and administering contract assignments and meeting program budgets and schedules in compliance with Teledyne and Government regulations.


    Essential Duties and Responsibilities include the following. Other duties may be assigned.


    • Proposal Activity
      • Completes the initial review of Terms & Conditions to identify risk areas and coordination of mitigation plans with PM
      • RFP documents review – identify and communicate key proposal parameters/requirements
      • Coordinates all proposal activities with PM and Pricing
      • Reviews proposal for RFP compliance – contractual documents (e.g. Reps & Certs, other certifications as required)
      • Coordinates appropriate Data Rights Assertion with PM, Engineering, Intellectual Counsel & Pricing
      • Submits proposal and customer follow up
      • Monitors all proposal activity via Proposal Status Log


    • Negotiation Activity
      • Terms & Conditions – TDY if possible, otherwise in accordance with Corporate “Review & Approval on Non-Routine Business Risks” policy and procedure
      • Leads price negotiations with PM and Pricing negotiation team
      • Coordinates and orchestrates all fact finding/negotiation and price documentation to and from the Customer
      • Ensures appropriate Management approvals in place for final acceptance
      • Initiates “Sweep” for TINA certification, if applicable, and submits TINA cert
      • Works closely with Customer to resolve any discrepancies, obtains necessary approvals for acceptance, signs and submits to Customer for countersigning
      • Non-Disclosure Agreement support
    • Contract Administration
      • Upon receipt of fully executed contract or a contract modification, initiate CIMD for Costpoint
      • Monitor contract during the execution phase to anticipate funding requirements, period of performance related issues, 75% notifications, and the potential for added scope
      • Partners with PM in contract execution and issues resolution meetings, customer communications, strategies of execution, change management control, modifications, deliveries (CDRL and hardware), assist in billing/payment issues
      • Initiates Contract Close-Out activities including submittal of appropriate “sweep” documents two (2) months before expiration of contract period of performance
      • Partners with technical staff, program managers, business management to include program control, pricing and executive management to ensure effective process
      • Requests or approves amendments to or extensions of agreements
      • Maintains contract status databases and contract file documentation
      • Reviews all correspondence concerning contracts and responds as necessary
      • Advises management of contractual rights and obligations and means to mitigate contractual/program risks; complies and analyzes data; and maintains historical information
      • Understands Forward Pricing Rates, Cost structure estimates of material, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
      • Frequently works with Enterprise Resource Planning System (ERP) for tracking and recording of data


    To perform the job successfully, an individual should demonstrate the following qualifications and competencies:


    • Demonstrated ability to coordinate large/complex contract administration assignments, and perform dispute resolution and cost & price analysis for award, change orders, and claims in accordance with Federal Acquisition Regulations and other Government regulations
    • Must possess strong knowledge of total Governmental DoD contracting process, demonstrated contract drafting skills and experience in reviewing and digesting contracts and identifying the parties’ contractual obligations
    • Ability to work effectively in a demanding, high pressure environment that requires the ability to multitask and work multiple contracts at a time
    • Ability to work overtime hours (average 45-50 per week)
    • Must possess experience with FAR, DFAR and other Governmental regulations
    • Must possess exemplary analytical and verbal communication skills, contract drafting ability, the ability to manage multiple priorities and strong organizational skills
    • Must possess the ability to negotiate complex agreements and communicate effectively with all parties internally and externally
    • Excellent attention to detail, follow up, and organizational skills
    • Demonstrated ability to create and maintain strong business relationships
    • Proven ability to adapt and manage effectively in a fast-paced, challenging environment

    Education and/or Experience             

    • Bachelor’s Degree with at least ten (10) years of related experience 
    • Due to government requirements, successful candidate must be a U.S. Citizen and have an active Top Secret Clearance


    • Ability to travel (domestically/internationally) approximately 10-20%.
