    Position Summary and Responsibilities

    The Payload Communications Manager (PAYCOM) serves as the primary voice between the ground and members of the International Space Station crew concerning payload issues and activities. The PAYCOM will provide a U. S. payload crew perspective on experiment operations to ground support personnel and is the primary interface between the payload cadre and the Johnson Space Center (JSC) Capsule Communicator (CAPCOM). The PAYCOM team supports real-time operations 7 days a week, sixteen hours per day.


    Monitors and manages the following types of crew communications for NASA payloads, regardless of location: 

    • Real-time communications – 4 S/G channels and 6 video down-links
    • Daily Summary inputs
    • U.S. payload-related email
    • JEDI messages (shared function with TCO)
    • Log all payload-related S/G voice and/or video traffic between the crew and the ground regarding NASA payloads, regardless of location, and all significant ground traffic with other control centers that may affect Payload Ops
    • Coordinates and executes enablement, ensuring adherence to defined procedures and protocols
    • Provides a U.S. payload crew perspective to ground support personnel (GSP)
    • Facilitate ISS Payload Crew Training


    Payload Communications Manager (PAYCOM) Console Operators provide office and console support. The PAYCOM Team is required to support two rotations on console. The first is 16 hours a day (orbit 1 and orbit 2), and the second is 8 hours a day as a hybrid orbit 1 /orbit 2, both Monday – Friday. The team also supports the PREP room Monday – Friday, and is also an “off-duty” support team for weekend staffing.




    Requires a B.S. degree in Engineering, Industrial Management, or equivalent, plus approximately four (4) years professional experience performing management systems analysis, design, and development assignments.  Persons holding a B.S. degree in Business Administration, Accounting, Finance, Operations Research, or other similar appropriate field  and having five (5) years of professional experience performing management systems analysis, design, and development assignments may be classified as a Management Analyst I.  An M.S. degree in an applicable field is desirable and may be substituted for up to two (2) years experience.


    Required Qualifications Include:

    • Excellent communications skills 
    • Prior experience requiring knowledge of payloads and space operations.
    • Experience as a classroom instructor and trainer.
    • Detailed understanding of space operations 
    • Must be able to build working relationships with Payload Developers as well as cadre members.

    Citizenship Requirements
